Robert T. Stack, Esq. Mr. Stack has been engaged in the practice of Customs and international trade law for more than 18 years, after leaving the United States Customs Service, where he held a variety of import specialist positions during the period 1971 through 1984. While with the Customs Service, he was involved in the establishment of Office of Enforcement programs involving transshipment investigations. He has lectured on Customs audits, tariff classification and freight forwarder matters. Under the sponsorship of the National Customs Brokers and Forwarders Association of America, Inc., he and Mr. Isaacs developed and presented seminars on "The New Customs Environment: Where Do Brokers and Importers Go From Here?" covering the 1993 Customs Modernization Act and the resulting changes in Customs procedures and programs.
